Borrowing LATCH Anchors

LATCH generally makes carseat installation easier, but why is it that the center seating position in the back seat doesn’t often have a dedicated set of lower anchors? Does that mean you can’t use LATCH to install your carseat? What about borrowing the lower LATCH anchors to install the carseat? What are the rules?
